Mission

To deliver justice, equity, diversity, and inclusion to those who have been historically excluded, underrepresented, and disproportionately burdened by water quality impacts.

Background

In 2020 the Monitoring Council formally recognized that the California government has played a role in historically and institutionally perpetuating racial inequities that Black, Indigenous and People of Color continue to face. In California, race is a predictor of access to, and the quality of, the governmental services a person receives, including access to safe, clean water for drinking, and affordable services to support sanitation, and wastewater collection, treatment, and reuse.  To better represent and serve California’s communities, the Monitoring Council must address the connection between water quality and systemic and institutional racism.  As an entity established and led by government agencies with a role in ensuring access to clean, safe, and affordable water for all Californians, the Monitoring Council recognizes the need to acknowledge racial inequity and to take action to address racial inequity (and any other form of inequity) within the monitoring programs the agencies carry out for the communities we serve.

To aid the Monitoring Council in addressing these connections and inequities, a Justice, Equity, Diversity and Inclusion subcommittee of the Council was formed. That subcommittee subsequently recommended to the Monitoring Council that a broader workgroup be created to serve the Monitoring Council, its other workgroups, and the larger water quality and ecosystem health monitoring community.
